Can anyone tell me what the hell is wrong with my shadows/particles?

I have the exact same issue. Been looking through the ENB settings to see if I could find anything that would fix it. Havn't found anything so far. I tried looking under the shadow settings, but nothing there seemed to fix it. Im thinking it might be under some other subsetting, but honestly there are a lot to go through.
