I "joined" the Quarra vampire clan and I did the first quest to kill the one vampire dude near Gninis and when I go back to get my next quest I talk to her about "use to me" and she says she needs the raw materials but when I ask her about them she tells me that's priveliged information and both topics dissappear from her list. After that I can't talk to her about either of them again. I know what I need to get but I don't think she'll accept it when I give it to her. Any thoughts?

I've got all three patches...how are you suppose to install everything? Install the main game and patch that then tribunal and patch then bloodmoon and patch?

Yeah, that's how you should do it... If you installed that way, then the console command should be fine.

I didn't install either the original or tribunal patches becuase I figured the expansions would already have them included like most games. Oh well, I need to reinstall anyway.

No, the expansions have the previous patches included... If you have both, you just need to install Morrowind, Tribunal, Bloodmoon, and then the Bloodmoon patch in that exact order.
