Memory not being added

After having multiple problems due to memory i decided to add more. Unfortunately even though i followed the instructions in the troubleshooting faq to the tee, the memory still is not being added and is stuck at 256.

 

I've ensured that the notepad document is actually a .ini (instead of being SKSE.ini.txt).

triple checked to make sure it was in Skyrim\Data\SKSE

Run LOOT and TES5 to check for faulty load orders, dirty edits, or conflicting mods

and increased the default heap numbers from 768 to 1024.

 

all to no avail as Skyrim still only uses 256 and i'm stil getting CTDs

 

I am unaware of any mods that would be affecting this (though i do use hialgo boost) but i will post my mods and load order if requested

 

Otherwise im really just wondering why skyrim wont accept the memory changes as i cannot play the game until it does :sad:
