Not sure if this is the same thing, but I'm having the same problem with my wolf forms (camera being underneath the ground when I shift). It started right after I installed a wolf retexture package, so if you have a mod altering your dragon in any way, it's probably that.

And if anyone has a cure, that'd be greatly appreciated.
