Skyrim Modded- Insane FPS loss when entering a town or village

Okay, so i need dire help with this problem, its making my play through unbearable, when i enter a city or a village, my fps drops dramatically.
im using the same village/city altering mods i always have, and the problem never occurred until now,
i know its not a performance or hardware issue, seeing as how im running a Alien Ware with the specs of 

SPECS
Intel Core I7-3820 (Quad Core, 10MB Cache) Overclocked up yo 4.2GHz
16GB Quad Channel DDR3 at 1600MHz
Nvidia GeForce GTX 690

Serial ATA III RAID 0 with Dual 2TB Hard Drives
Windows 7
 
thats the basis needed to rule our hardware and performance issues i assume, seeing as how i see people post those type of specs a lot.
the game runs perfect unless i enter a city/town/heavily populated area.

now, besides the few dirty edits spotted just now, iv cleaned every mod ect ect. and re organized my plugins, the problems persisted even before this so.
My Skyrim also is allowed to use more than 4gb.
