Hello this problem started happening after I installed Realvision ENB (for ENB 0.262)

PC SPECS:

A10-5800k @ 3.8ghz

AMD R7 260X 1GB

8 GB RAM

1TB HDD (805GB free)

Note; This bug/gltich is happening on all video settings. (Low-Ultra)

Basically what happens is the textures look muddy/bland until I get close, then they load, examples below.

Example #1 Unloaded: http://imgur.com/eodUgQC

                    Loaded: http://imgur.com/30IXvyL

Example #2 Looking out of Markarth: http://imgur.com/N94woJV

My mod list: (correct loot order)

Other Info:

Skyrim Version: 1.9.32.0.8 All DLCs

Using LOOT and TE5Edit

NMM Version: 0.52.3

It is a game limitation, and can be fixed by editing something in the INI I can't remember what. I think Vurt explained how to do this in his flora overhaul mod so check there. But I also saw a lot of warnings about negative effects of doing this on gameplay and stability so I recommend leaving it alone. For the ugly distant waterfalls, I recommend skyfalls and skymills, that fixes the waterfall issue without the consequences.

I may be mistaken but I believe it has to do with your uGrids setting, as ZZ mentioned, it is a limitation. I could be mistaken about that, I really never did a comparison to see, and I quit changing it after a bit anyway. There are some LOD texture packs you could try to get that makes distant background trees etc. look nicer. Just nexus search LOD and some stuff should come up.
