Alright, just made a new world on the creation kit.  Did a little editing and wanted to see what it looked like in game so, I dropped a CoC marker in a nice convenient little location, saved my data, launched skyrim, brought up the console command menu, typed "coc sakura" (Sakura being the name of the cell) as all the skyrim guides and videos have suggested and I get the response "Sakura is not an interior cell". 

So, how do you set a functional CoC marker for an exterior cell?

Nvm figured it out.

Had to actually name one of the cells within the world itself lol.
