After the main quest, is it possible to give the Commentaries to Tar-Meena or any of the Arcane University people? If so, where is Tar-Meena after the main quest? That is to say, besides the standard selling/discarding of them, is there any other way to remove the Commentaries from your inventory?

Just sell them I think. Or drop them.
