General weapons in Oblivion are level related so you only get daedric stuff when you reach a particular level. The equivalent light weaponry is glass. There are several levels in between. A similar thing goes for random loot and it is random so what is in one person's game will not be in yours.
Other weapons may be granted as quest rewards (although they are also often level related). Unlike MW there are some powerful unique weapons available from shops. They are expensive but quite good if you are playing at a low level and have the money. Two shops in The Imperial City market sell enchanted Akaviri blades.
And of course you can enchant your own weapons if you rise in the mages guild.
One powerful sword can be found in an Ayleid ruin (it is needed for a quest but you can use it anyway) otherwise it is hard to direct you specifically.

Hmmm... Namira? If so, there isn't a weapon needed for that. If you have access to the Arcane University:
get an unenchanted weapon (doesn't matter what it is)
Get a grand soul gem
Get a summon lich spell/scroll or find a lich
Get a soul trap spell
soul trap the lich
enchant the weapon with this:
Damage Health 80pts
Fire, Frost, Shock all 15 pts (every element at 15 pts of damage)
Name it what you want. The enchantment is what I use. Granted, you'll have to find rechargers a lot, but, hell, use a silver weapon as your main weapon, and when you need some heavy artillery, pull out that weapon.

For bows in particular, I believe the only unique one available from a shop is the Bow of Infliction, an enchanted Ebony bow (second best after Daedric, better than glass) from the Archer's Paradox in Bravil. The enchantment drains agility and marksmanship.Other weapons may be granted as quest rewards (although they are also often level related). What? How the HELL do you get that high of enchantments? The most I was able to fit on any weapon with a grand soul is 12 pts 1 sec each for fire, frost, shock, and damage health, adding a total of 48 damage. Does the game allow you to use more powerful enchantments with higher rankings in spell skills or something?
