Covering Fire in Long War

Not really a Long War question as I couldn't find any information on the mechanics of covering fire in vanilla either, but I'm playing long war and still need the answer.

 

At its most basic, does the target's cover count when shooting a covering fire shot? From the animation at least, it often shows the covering fire activating as the target has stepped out of cover.

 

suppressing a target with the covering fire perk and the suppressed target takes a shot without moving, while in cover. What happens here? Does the suppresser get a shot in first, do they get -20 aim for reaction (as if it were a standard covering fire shot rather than a suppresion reaction shot), does the target get benefit of cover, and lastly, if the suppressor gets his covering fire shot first and the target survives, does the target still suffer the -30 aim from suppression? or is it the same as if the target had moved (eating the reaction shot) and then fired (thus avoiding the aim penalty).
