It takes 10 in-game days for the project to be finished. Just go to your room on the Olympus and sleep, or complete some more side-quests. Or just go Raider-hunting. That's always a blast.

So what was with the Russian tunnel with the weird stuff? Did I miss something in Moscow to do with that?

No, that's just a reference to Metro 2033. Nylon is a fan, apparently. Nothing about it but some creepy dialogue with Orlov yet.
