Hostile NPC are neutral , and they wont attack

Hello , today i saw weird bug , when i was fighting with bandit i attacked him and his hp was droping but after seconds his hp was full again and he wasnt hostile anymore , and when i attacked him it happened all over again , same with other hostile creatures , dragons wont attack either , i disabled most of the mods and it still wont work , pls help anyone , Video: (me attacking bandit)
