Vampire places and Oblivion were pretty scary at the first time. After that I knew what to expect and it didn't bother me anymore.
For the first times ring of nighteye or such help a bit, it's less scarier when it doesn't have colours.

Looking at my character's face after she turned into a vampire. That was a little creepy. And the descriptions of the dreams she had were pretty horrible! I'll admit I turned some music on for awhile after that!!

I've turned off the in-game music and subsequently I don't get the blatant audio cue that I'm about to be attacked. Changes the game quite a bit when you're travelling cross-country. Mountains are the worst, with the high terrain masking potential threats until they're close enough to charge you.
Despite keeping a sharp lookout and craning my neck constantly for any enemies that may pop into view, I still do get surprised from time to time.
I've travelled from town to town in Sneak mode the entire way, just to avoid getting ambushed (it does helps playing to the point your Speed attribute is maxed out).

I don't think Oblivions scary at all, but like others it the things your not expecting that are startling. The only time I can say I actually jump just a bit was when I was out in a field, bright sunny day, and out of nowhere a deer runs right past me. I wasn't expecting it. Kinda embarasing. Other than that I can't think of any other times it made me jump.

Once, I was a first level wimp. I was attacked by the potato stealing ogre, who chased me into an inn. I retreated behind the other people, and waited for about a minute. I thought, oh, it must have left, took a step foreward, and it charges in. I panic, and run upstairs. I hear fighting, then, suddenly, the noise stops. then I hear footsteps coming upstairs. I was really freaked out by that.
