The site is pretty self explanatory. If you trying to start modding, then the particular game's mod talk section is the place to go.

 

also, you can browse the mods. If you want to start by making a player's home, you might download a mod from that section and use the toolkit to look at what they have done.

 

It seems to me, as a mod player not maker, that a large number of mod makers really focus on a couple of aspects. For example, some are great at making textures and new items. Others are really good at building a world area. Some focus on minor tweaks, others make good quests. A small number of mod makers do all of those things well.

 

secondly, there are lone modders and then people who collaborate. sometimes a loner finds interested parties and they work together. I have seen huge mods that seemed to be put up by a lone person who rarely talked on forums. Other mod makers seem to be part of a strong network of modders.

 

uploading mods is pretty easy.

 

another note: read the terms of service carefully. for example, you are not supposed to create a mod page and talk about your mod without uploading a mod/something addable to game. at least that was why one person told me they got banned.
