Can anyone help me with this? I've been trying for ages.

The Redoran guy - Venim will not challange me to a duel.

Unless theres a way I can join multiple houses and duel him as part of Redoran quests? (I'm currently Hlaalu.)

Any help will be greatly appreciated.

Be sure that you've gained the acceptance off all the Redoran councillors, including Brara Morvayn. If you've gained the acceptance of them all and Venim still doesn't accept to a duel, try this...

I got stuck on this for a while my first AND second time through...you have to talk to Sarethi, talk to the COuncilors, talk to Sarethi, and then go get the final acceptance form all the councilors. THEN Venim will arrange the duel in the Vivec Arena.

Tough it out, man. Yes, this part of the main quest sucks. It's long, tedious and filled with arrogant Redorans. But the payoff is so good. You get to beat that guy's head repeatedly with whatever weapon you've got.
It's great fun.
