If I wanted to port FO3 mods for my own personal use how would I go about doing it? I know that only basic mods can be ported (weapons, armor, headgear, etc). There's quite a few mods I would love to have but I don't have ANY idea where to start, and I know it can't be as simple as just installing it.

You're on your own, see all the locked threads. You can do it for your own use, but it looks like enough people have abused it already that that they're not going to allow topics on the subject to remain open. Find someone you think can help you and PM them would be my advice.
