bullet time effect

hi !! i have a little problem : when i aim enemies directly with the weapon (not the vats) & when i shout him,there is a bullet time effect (not always) & i see his head explode slowly .is there a solution for disable this effect ?

Look in the options menus, there should be an option to turn off the 'cinematic' kill camera amongst the available lists.

i already took a look in the fallout.default ini but didnt find the line for turn it off :(

It's not in the ini file, it's an option in game.
