I have spent quite a long time searching in and around Bthuand for this stupid shield. Am I missing something here? I haven't been able to find it anywhere. Every hint I've seen is that it is lying in some rocks around that area. Does anyone here know where it exactly is? Or can point me in the right direction? Thanks.

From the endlessly useful UESP:

Found in Bthuand (near the coast far West from the Ahemmusa Camp, NorthWest from the Cavern of the Incarnate), lying amoung the rocks in the South-SouthEast part of the ruins.

That was one of the places I looked at to get a hint, but I was still unable to find the stupid shield. So, is there something I am missing (like do I need to be a vampire a la Dark Sun shield)? Or am I just blind?

Yeah. You need to be a vampire and then you have to be doing Mastrius Quest. You find him in a tomb inside the ghost fence somewhat north east of Dagoth Ur. I think its the Salvel tomb but I may be wrong. There are about seven general vamp quests outside the Clan ones. I don't think its easy to find them without 'cheating' i.e.UESP or asking here.
