since mods aren't written for an operating system

but rather are written for the game

try installing them

look for the data sub-directory in your oblivion directory.

I don't think that you will be able to run mods that require OBSE however...

OBSE is a scripting language extension for Oblivion which allows mods to be able to do things that were impossible with the basic script language Oblivion came with. It is a windows dll which hooks into the oblivion program so that "extended scripts" inside mods are recognized and run properly.

hmmmm... that might work for me cause i have this folder in my game called "transgaming" and from there it goes to the c drive, just like in the windows version of the game...
and is there a certain process that i have to go through to actually "install" the mods?

OBSE will not work for you unless you have a Windows version of Oblivion for it to work with.
