Imperial Stormtrooper armor is very strong, so it should be comparable to power armor [mid-way btwn T-45d and T-51b: DR ~48, rad res. 75%(total)] in raw DR and Rad Resist, possibly with an immunity to poison to boot.
AT-AT armor, however, should be the equivalent to well-maintained leather armor (DR 15-18), or just a little bit better, with good rad and poison resists.
May I assume that the Imperial Armor is the black suit worn by Navy Troopers?
Pauldrons should have some DR, but only 2-3. Anything higher than 5 is just ridiculous.
I don't care if these blasters have explode or dismember.
Flightsuits should not have more than 10 DR: they're not meant for combat. If you want pilots to have more protection, make a field overcoat with DR 10-12, that can be worn over other light armor.
The backpacks should have some carry weight bonus (+20-25 for the regular, +35-40 for the SD-48). Do they?

Imperial Armor is this. The black one worn by Navy Troopers is Imperial Fleet Jumpsuit. But yeah, the Stormtrooper armor stats are meant to go with Hellfire armor in terms of stats from Better Power Armor, where Hellfire armor has 72 DR. But yeah, I'll reduce DR of pauldrons and jump suits.

EDIT: But yeah, in the new version, you won't need to have Ghogiel or Mak's mods activated. You'll still need the textures and whatnot, though. How much should Stormtrooper armor weigh? Snowtrooper? The jumpsuits? Imperial Army armor? Oh, and I'll add a carry weight bonus to the backpacks.

Stormtrooper armor should weight somewhere around 25-30. Snowtrooper maybe 20-25, as they don't have leg armor. Jumpsuits 8-12, as they really don't have much. Imp Army armor should weight 18-25, as it only has chest plates, really.

@GeneraloftheArmy

Is that the armor only or the whole set? Pauldrons should only weigh about 3, right? What should be the weight of the SD-48 and Snowtrooper backpacks? Troops in the field should wear Imperial Armor and be armed with E-11s while troops on board should use DH-17s and Navy trooper jumpsuits, right? What about troops in Poseidonis, the underwater capital city? Oh, and after downloading Ghogiel's helmets mod, I found black Imperial officer caps. There's no corresponding body outfit yet, though, and really, I'm satisfied with officers wearing re-textured Enclave uniforms for now.

EDIT: Oh, and I have Death Star gunner helmets now. I think I should plop them in the bridge since that's where the death ray firing goes on, anyway. I'm not entirely certain, though, since I'm the one pushing the button on the death ray. Opinions?

EDIT 2: Oh, should I give any of the other stuff radiation resistance, like Imperial armor or TIE pilot flightsuits and helmets? And to what degree?

EDIT 3: How much fire resistance should Stormtrooper and Sandtrooper armor have? I currently have it set to about as much as Hellfire armor. It should be reduced for Snowtrooper armor, I think, and that should get a big boost in whatever there is for cold resistance. Should I just throw out a list of all the armors I'm adding in and have you give me recommendations?

EDIT 4: I'll do just that.

Stormtrooper Armor: 21 lbs, DR 60, +30 fire resist, +60 radiation resist, +60 poison resist, +10 energy weapons

Stormtrooper Helmet: 3 lbs, DR 12, +5 fire resist, +15 radiation resist, +15 poison resist, +2 perception, -1 charisma

Sandtrooper Armor: 21 lbs, DR 60, +30 fire resist, +60 radiation resist, +60 poison resist, +10 energy weapons

Sandtrooper Helmet: 3 lbs, DR 12, +5 fire resist, +15 radiation resist, +15 poison resist, +2 perception, -1 charisma

Sandtrooper Pauldron: 3 lbs, DR 3

Snowtrooper Backpack: 3 lbs, DR 0, +20 carry weight

That's correct on the weapons. Reg Army uniform on the ground, Navy Trooper on the Olympus (or whatever your rename is) and perhaps a variant of Navy Trooper suits for Poseidonis security personnel. Black jumpsuit, but with Vault 101/Rivet City-style helmet, maybe some visible riot armor like on the Vault Security Jumpsuit. Snowtrooper backpack should have a bit less carryweight than the others (about 20 with the Imp Army pack 25), as it must contain some extra climate control equipment.

Pilot Uniforms should have some rad resistance, but not much: about 25-30% total (including helmet-if sealed). Imperial Army Armor not much (20%-if that). No air filters, and breathing in radioactive particulates is really the biggest risk with radiation.

Fire Resist on ST armor should be about 20-25%, Sandtrooper in the vicinity of 35-40. Snowtroopers should have immunity to Cryo weapons, as there isn't anything else cold-based. Unless you find a mod that adds extreme weather conditions that can damage you.

On the Rad and poison resistances, the Helmets should have a larger role: 35-40 for the armor, 25-30 for the helmet.
Rename "Imperial Army Armor" to "Imperial Combat Armor."
Gunner helmet should have a bonus when using heavy weapons (Big Guns +10, say).
Technician outfit should have standard bonuses to Repair and Lockpick.
Scout Trooper helm should have +3 perception, as they are designed for independently-operating recon troops.
Other than that, stats look good.

Thanks. Frustratingly, I have yet to find something in the GECK on cold resist. There appears to only be damage resistance, poison resistance, chem resistance, and poison resistance. I don't think I have the talent yet to script immunity to what little cryo weapons there are. It's probably a moot point for right now. On the riot gear bit, the only thing that comes close is Imperial Combat Armor. I suppose I could have the troops there wear that stuff, too. It's the capital, after all. It should be decently defended even if the only access point is through a teleporter on the ship.

The only entrance that we know of. For all we know, there could be an elevator shaft up to an airport on the surface.

Use for Snowtrooper armor: an Anchorage expedition. A scan from the Olympus found a large concentration of resources (fissionable material, valuable ores, gold, oil, etc./fill in the blank) in the Alaska wasteland/Arctic Circle, and a base gets established in Anchorage to support and defend an extraction mission.

Actually, there's a mission in Russia. I had the two soldiers guarding me wearing Snowtrooper gear in the earlier versions of the mod. There are no cold-based weapons used but still, it's the appropriate outfit. Anyway, I don't think it's possible to change the troops on board the Olympus into wearing only the Navy trooper outfits, or at least not possible without tedious back and forth checking things and manually changing the inventories of several dozen more NPCs. All the soldiers use the same few templates and I think changing the templates would result in guys in Navy trooper outfits out in the field. Oh, well. Whatever.

EDIT: Wait a minute. I think I have the answer. There are soldiers who are supposed to be off duty. I suppose I could make them wear Navy trooper helmet and jumpsuit combo. It's more protective than Merc Grunt Outfits, anyway. It's not quite correct but good enough.

Version 1.65 is done after twelve hours of work on it. Pending Ghoghiel's permission to not have to download his assets in order to use Version 1.65 and a brief run for bug testing, I should have a link posted here tomorrow. It's already on Megaupload. I just want to make sure I have all permissions explicit before posting the link to it. Thanks to Ghoghiel and Mak10z for their assets and GeneraloftheArmy for his solid advice on stats.

I'd love to see a Leeloo (from "The 5th Element) outfit for the Type3 body. I've just started using mods in Fallout 3 and it's really amazing what you people can do. Whether or not you make this outfit is not really a big deal. I just want to thank you all for all these amazing mods!
