Hello i have come across a interesting thread that mentions fan speed adapters changes with dlna, slower fan speed for high performances fans like Noctua. unlike standard fans with 4 pin adapters there are some with mods and slower speed to cut down the noise output. I couldn't come across the actual name of the adapters in mind. Crossed or not crossed wires which is a strange mod??

If the fans are controlled by the system board, they will run at a speed that is adequate to keep temps in an 'acceptable' range. (not sure who defines just what is acceptable though....) So if you have a highly efficient fan, it simply won't run flat out. Using something to purposely slow your fans seems counter-productive to me. (and then there is always the possibility that the system board will simply compensate for the higher temp, by trying to run the fan faster yet....)
