Have you installed Fallout New Vegas completely? Because the FalloutNV.esm is the main file of the game. So if it says that the file is missing you should check the game data in Steam because maybe there has been an error during the download and the installation.

And its kinda weird that the Mod Manager is looking for the .esm file under \Program Files \Steam\SteamApps\downloading... Because your fallout .esm is located under Program Files \Steam\SteamApps\common\Fallout New Vegas when the game is fully installed.

Idk if it will somehow help you but thats all I know about this.

Yes i have fully installed it and removed old saves to make the game run faster but it still doesnt work.

Reinstall the Mod Manager and then make him search again for games. And you have to make sure that the Fallout New Vegas folder is not set to read only. If its read only the Mod Manager wont recognize it.

Thats the only possibility I can think of why it cant find your Falloutnv.esm
