NPC/Objects Bugging out

I've got a couple things. A few times I've noticed some objects flopping around under the ground textures making quite a racket, when in the open world, and when entering houses, the NPCs are smashed up against my perspective and I can see through their heads and I can't move. Plus there's objects flopping around underneath in a manner similar to a bingo ball machine.

But first suggest you read the wiki "FNV General Mod Use Advice" article if you are "new to modding".

 

Also, making a guess based upon the presence of the "MoreChems.esp" file in the OP's posted load order (which may not have the same files as yours, which is why we need to see your actual load order): please see the 'Issue: Entering an Interior spawns the player in a huge ball of items and NPCs (junkado)' entry under the 'Solutions to Graphics problems' section in the wiki "Fallout NV Mod Conflict Troubleshooting" guide.
