Can't use Nvidia Control Panel super sampling in game?

Basically topic title. For some reason everytime I try to use it to help make the grass and plants look better it doesn't work in the game. The character models and buildings it works on but not the plants :c

 

My computer:

i5 4670k @ 3.4Ghz

GTX 980 with 4GB Vram

16GB 1866Mhz RAM

240GB Samsung Evo SSD

 

I'm using the latest game version and this is with a brand new clean install since I was hoping that would fix it so 0 mods and no SKSE. Before I uninstalled I tried using Grass on Steroids and I couldn't change base grass density at all editing the .ini files, not sure if that'll help pinpoint it. Thank you for any replies seriously I've Google'd this problem for the entire day and just urgh.
