i just started bloodmoon and i cant get that carius guy to let me join the east empire compony he just says im of little use to him can some body help ive allredy got his disposition to 100

You might try returning to the fort and doing some things there.
That worked for me.

IIRC, unlike other guilds, the East Empire Company expects you to meet certain criteria attribute and skill-wise before joining. Work up your Personality, Speechcraft, Mercantile, and Long Blade a bit. If that doesn't help, then put a quick one through the console...

...It is not required that you reach a certain point in the Bloodmoon main quest in order to join the East Empire Company. Provided you have the skill and attribute levels necessary, one can go directly from the Census and Excise Office into Magius's office and sign up without a problem.
