Can someone explain this thoroughly to me?

So I asked a modder if he could give me some tips and he replied with this;

 

start by doing conversions from body to body to master your weighting and clipping skills then if you are creative you should be able to start right away to create.
You will only have to learn UV Mapping at that point the rest is all the same has converting
Then if like me you like Physics you will have to learn Havok Scripting and how to do capsules/hitbox
Also Make a simple follower so you can understand the facegen that skyrim uses and basic scripts
3DS Max is alot more straightforward then blender but it has in my opinion horrible weighting tools which is why i use bodyslide to do my weighting and convert to it
But ya i started with the nekomimi project on new vegas which was a massive mashup and modification of over 40 mods and since then i know pretty much how to do all i want

Can someone explain this to me thoroughly or explain further in detail because I am a bit confused about weighting and clipping skills and whatnot.
