After completing the shivering isles expansion I went back to visit the fringe and found it empty with only mayer there. Does the fringe ever repopulate? Also, i've noticed haskill gave me a few duties to kill monsters in three villages then said all was peaceful, does he eventually have more duties to give me? Does it continue or does it end? And, if the fringe doesn't repopulate is there a mod that could make it repopulate?

Well, thinking about the shivering isles, and talking to the girl in the Inn ( i don't remember her name) i guess the population in the fringe are directly related to the people who want to enter Sheogorath's real, so... the neighbourhood shall change drastically...

How about a mod that makes all the NPCs panic and flee to the shivering isles when the oblivion gates start opening?
Except Glarthir I really don't think he could handle it.
