Editing cooldown timers in CK

I had an idea of how to solve this issue. I thought that if I added a dummy effect to command animal and then put the condition "hasmagiceffect" set to my dummy effect it would disallow the use of the spell as long as my dummy spell is active. Unfortunately my dummy effect doesn't seem to let the original effect take place. All that happens when I use command animal is I get a beige flash. The dummy effect has a calm effect archetype and delivery on self, everything else is set to NONE or 0. I have no idea whats causing the spell to not work anymore.

The weirdest thing is I tried deleting the dummy effect on command animal and it still didn't work. So then I compared the vanilla power to the one in my mod (the one that I just deleted the dummy effect from) and they're identical, I couldn't see any difference between them. Any ideas whats going on there?
