they have a halo weapon resource on the fallout 3 nexus which contains the meshes and textures of most of the halo universe weapons, a little work on the geck you could implement these in game

To be honest about this... it's VERY easy to do it. The only problem is verifying if the meshes/textures are valid (won't get someone a ban) and putting a sighting node on them with NIFSkope (also one of the easy parts) I don't see why this wasn't already picked up. I could do it, but I am sorry to say I usually stay away from weapon or armor mods for permission/validity issues.
