LE Funny Rain Mod

I was thinking of a mod where if the player or any npc is outside when it's raining, the player or npc would be paralyzed until the rain stopped, excluding any argonian players or npcs. You could also have raincoats and ponchos, plus a start rain spell. I thought about having this effect with water, but it would make some quests impossible.
