Problem starting Shivering Isles.

For whatever reason, I can't start the Shivering Isles questline, even though 71 in-game days have passed. I've tried doing the "setstage SE01Door 10" command, but it won't work; it says "Item 'SE01Door' not found for parameter Quest." I'm playing the GOTY edition that came with TES Anthology and I've reinstalled the DLC a couple of times, but it won't work. I'm starting to wonder if removing the game from Program FIles (x86) directory screwed things up (I had to reinstall Oblivion and I chose to install it in Windows (C:) > Games, but it still installed the game in Program Files (x86) anyways, so I dragged the Oblivion folder to Games). If it helps, this is my load order via OBMM and BOSS:

I know the ESP is active and the BSAs are in the data folder because I've checked. The Animated Window Lighting System recognizes it has being active, as it gives me options to customize SI's windows and I have a couple of mods that require SI to work, but I just can't get it to work.

I seem to have fixed it. I reinstalled the DLC and this time I replaced both the old ESP and the BSAs with the newly installed ones and it worked.
