Caius says i have corprus, he will not give me any orders until i get it cured.
I do not have corprus!!
What can i do?

No, i haven't gotten far enough for him to spawn, i specifically tried to find him so he would give me corprus and i could then get it cured, hoping that would trigger Caius.

while ive never heard of this happening before, you can find dagoth gares in illunibi, near kartag point (which is near gnaar mok if i remember correctly)

Did you approach Divayth Fyr with a Dwemer Tube in your inventory? If so, the journal may have updated in such a way as to make Caius believe you are on the "Corprus Cure" quest. What quest were you on before this happened?

yes i did, the last quest i completed was the one where i am sent to interview three people in vivec.
