How to scale in reference to all edges?

I have an extruded shape for an axe handle, and I want to chamfer all the edges equaly. I don't know much about chamfering in Blender, so I tried using the scale tool, but it scales to the middle. So let's say you had a simple rectanglular cuboid, you selected all the edges on the top face and used scale. The top and bottom edges would basically be scaled way more than the side edges, since the top and bottom edges are further from the middle than the side ones.

Can anyone help me with this?

Not sure the instance your wanting, but you can scale on any axis.

So for example you want to scale X and Y but not Z

you select what you want to scale, verts, edges or faces.
Hit S and the hit Shift Z, this way it excludes Z.

Or say you just want to scale on the X axis.
Hit S then hit X

You can scale from the selected cursor or grid or active.

So for example you want the item to scale from one end of the item as center.
Set Pivot to 3D Cursor
Select a vertex at the end or where ever you want the scale center from.
Hit Shift + S, Select Cursor -> Selection. This will move your cursor to the Selected vertex.
Hit A to deselect the vertex.
Now select what what you want to scale.
Hit S and scale drag your mouse or enter numbers on the keypad.
The scale will work from the cursor point as the center.
You can still exclude/include axis doing this.

There seems to be a lot tricks when it comes to scaling, I'm still learning (I'm an utter n00b with blender).

Basically when I scale something, even it I just select an edge, it will scale it as if it was scaling the whole model from it's very centre. So if you have a rectangle (as I said before), the sides are obviously going to be closer to the centre of the grid than the front and back. And so if I wanted all the edges to meet at the centre, the front and back would have to be scaled more, therefore creating overlapping meshes.

 

If you imagine a sword with fancy curves, all the edges are chamfered equally. As opposed to some edges being chamfered more than others since they're at different points in relation to the centre.

Set Pivot to 3D Cursor <-- This means that the scale will happen from the 3D cursor.

(Default when you open Blender your cursor pivot is set as Median Point)

 

Select a single vertex on the object.

Press Shift + S and select Cursor -> Selection

Your 3D Cursor will snap to the selected vertex.

 

Deselect the the vertex ( the 3D cursor will stay there).

Select what it is you want to scale.

Press S and scale it.

 

The center will be based as where the 3D Cursor is.

 

As I said you can scale things only on a certain axis or 2 axis or on all 3 axis, but the center will be based on your 3D Cursor as the scale point.

Ctrl-B is the chamfering (bevel) tool.

Alternatively there's a bevel modifier that can bevel everything over a certain angle, or lets you mark out specific edges by canging their bevel weight (select edge, hit spacebar and type bevel to change bevel weight). I prefer this method over using the bevel tool because it makes it easier to edit or adjust afterward.
