CTD when opening Menus

When ever I open my menu in a certain area I crash to the desktop. The area where it is happening is right next to the carriage outside of solitude. I can walk right up to it but if I open any menu I CTD. I have tried looking into and done what other similar problems solutions and none of them worked. So does anyone have any idea.

Graphics card: Nvidia GeForce GT 520

Processor: Intel® core i5-2400 CPU @ 3.10GHz

the reason i asked, is because the proxy is enabled but i didnt have one and it came enabled on mine...if not turn that off, still looking at rest of it

Solitude is really problematical. There just seems to be a lot going on in that area, and crashes are common. Try verifying your game cache through Steam. Verification will redownload key game files in case they are corrupted. After you've finished verification, you need to open the vanilla loader (the shortcut you used when you first installed the game) long enough to rebuild your .ini files. You will get the message "Skyrim will now detect your hardware." If you have .ini edits that you need to keep, just make a copy of those two files and put them somewhere safe. Copy them back into My Documents\My Games\Skyrim after you've finished the verification process and run the vanilla loader. This may help sort things out for you.

I have tried that. and to no success. And further testing now shows it happens once i walk away from where i start after making a new game.
