Meshes/skeleton collision fix

Hello people
I'm starting, and I wonder, somehow to put more collision in Meshes, or skeleton.
For example feet, he seems to have no collision, the collision itself starts from the ankle, and it seems that the collision is in a central invisible point and not on each foot, and this same point, is what draws enemies.
The water is the same, one foot can be fully submerged and does not take even radiation, only if caught both feet are submerged.
This fact made it very intrigued me, I tried to use Blender and NifSkope but did not get results, I would like to make the game more realistic, you give a shot at the enemy's feet and nothing happens, but if it hits the ankle hits, it makes me very crazy.
Can anyone direct me or pass me tutorial?
