I have given this file my endorsement.
I feel as though this mod was created with magic rather than coding. I was blown away when I first installed it.
I've quite a few 'eye candy' mods installed, so the stuttering (particularly when riding on an Akatosh Mount) was pretty damn bad. Installing this mod practically eliminated the problem. I think using iHeapmode=1 actually completely eliminated stuttering, but I tend to crash after 15-20 minutes with it enabled.
In my opinion, this mod is a must have.

Well, it is a nice idea, but actually decreases performance on my setup. Kepp on working on it.

Great addon, helps memory manage and replaces the crappy oblivion heap. Saddly I couldn't get the lower latency heaps to work, but the heap 3 works very well on Windows 7 and has good latency.

Well, color me impressed--the difference really is amazing. Other than when in combat/loading a new area, my FPS hardly budges except for a frame or two.
Using heapmode 3, and was experiencing a few stability issues for a little while, but haven't seen any for the past few days (and have tweaked my modlist a bit since then, so those issues may very well be unrelated to this mod).

Tnx for this, (almost) no more crashes or stutter :-)

Such a must have, seriously. Helps stability and the slow motion when low FPS is very nice. This makes modded Oblivion so much more playable!
