"Loading Area" is back, and loading "No More Annoying Messages" after it turns the message into an "a"...still annoying. anyone else get this?

Try turning Streamline off (untick the esp) and see if it still happens. I'd be surprised if it did, but you never know. I honestly don't think it's something Streamline is doing.

It goes away when Streamline is not enabled. Actually, it seems to go away when Streamline is disabled from within Oblivion, even though the .esp is still active.
I am running a bunch of other mods, but merely the common ones that I see everyone running, like OOO, MMM, Phinix Dark UI, etc. I did not have the "No More Annoying Messages" Mod installed before this, as I think it's taken care of by another mod (UOP, perhaps?).
So, disabling it will get rid of the message, but then the mod is of course not working. :S
About the iPreloadSIzeLimit- the game runs pretty smoothly when I jack this up, and not so much at its normal size. This mod does not seem to overcome the normal sizes drawbacks...can you explain why this should be set back to default?

Usually leaving preloadsizelimit on default is enough - the buffers are cleared often enough that it never gets to utilize that much ram. With Oblivion that's a good thing... it is just as inefficient at unloading as it is at loading, with 1.2.
It's different for everyone, but I generally recommend leaving it at default. If higher helps you, go for it. But always test.

I did some testing, Streamline isn't responsible for the small 'a' that appears when changing zones. Must be a conflict with another mod, though which I am not sure.. I personally run OOO, MMM, and many other smaller mods. Has to be one of them causing it.

When purging the cell buffers, all those not currently "attached" (ie, in use) are purged from Oblivion's memory cache. Basically, the space in RAM is cleared to make way for new cells and textures/resources. If those cells have had edits/changes to them because of the player doing things in them, they need to be temporarily stored in case a savegame is requested.
If a purge command happens too close to an NPC when they are talking or in the middle of an AI (artificial intelligence) package, there is a chance (quite random one) that their voice or package may be interrupted. That's where Streamline really shines - it takes the utmost care not to interrupt in-game events while still keeping the cache memory clean.
I wish I knew more of the nitty gritty myself, but that's it in a nutshell.
