Fallout 4 isn't working with NMM

So I recently reinstalled NMM because I saw that it had an update and they put FO4 into their archives on the client. I connected the client to the game, and then I did the necessary edits to the Fallout 4's ini files as Nexus tells you to do here:

After making the edits to the .ini's and then scanning for FO4 on the NMM client, I tried downloading some mods and when I go to activate them I get this notice:

 

 

 

To remind you all, I have already made said edits and everything in my files match up exactly to what their wiki page says to do, but I still get the error.

 

Does anybody have any ideas on how to fix this? All I can think of is uninstalling then reinstalling the game and thats not something I plan on doing unless its my last resort.
