There are already several Zelda mods for Oblivion.

Just search for 'Zelda' on TESSource.

yes but none of them have princess zelda and her sword, the zora race, hylia race or the geudro race

As Theta Orionis so rightly said, that would be copyright infringement. So unless you get permission from the copyright holders (ie. Nintendo), then it would be illegal.
