Saving/Loading problems after starting new game

I am having a problem with loading saved games after I have started a new game. Before my new game, I never had any problems with saving or loading, It was actually pretty stable and I only have about 70 or so mods. Once I started a new game though, I started having problems with my saved games where when I try to load a previous save, I become stuck on the loading screen into my saved file and I have to literally log off my windows account just to shut it down. So far I have been able to bypass this by starting another new game and then loading the save from there, which seems to work fine. Like I said, this is after I started a new game because I never had this problem before I started a new game. Here is my load order, which has been sorted by LOOT. If I could get some assistance, I will gladly appreciate it.

I am also experiencing longer loading times when transitioning cells, and when I start a new game. So it seems like it is progressing. Can starting a new game with mods cause problematic issues, even if an old game was running stable as can be? Can't be my system as I am running the game at a constant 30 FPS according to the steam FPS counter, sometimes even peaking at 60.
