Ebony Armor?

The ebony armor is leveled. If you are below level 15 its statistics are identical to those of orcish armor, but anywhere above level 15 they have the regular ebony armor statistics.

Nope! It looks like ebony, but has stats like orcish armor. Also, you can only do the quest until you're level 20+ (but i may be wrong)You could do the Clavicus Vile Quest. You'll have to kill a NPC who has a full set of ebony armor (with her name in front of it) and the best sword in the game.
Remember, Ebony is heavy armor, so look for marauders, not bandids!

You can only do the quest if you're lvel 20+, but you can find Umbra in the dungeon at any time. If you have been to the dungeon before, and were under level 15, the armor will have orcish stats. While a Bandit Ringleader is the boss-type Bandit you'll encounter in certain dungeons, a Marauder Warlord is their boss-type.

Basically, you'll find them in some of the forts lying around. Normally if the fort has people outside, there will be people inside. Just get yourself some basic detect life, run around the wilderness, enter any fort you see, and with detect life running, if you see something humanlike, you may get lucky.Marauders are like Bandits, expect they wear Heavy Armor and wield swords instead of blunt weapons. You'll find two camped outside Sercen at the interesction of the North Red Ring and Silver Road to Bruma, for example.
While a Bandit Ringleader is the boss-type Bandit you'll encounter in certain dungeons, a Marauder Warlord is their boss-type.
