Tries a number of water improvements now, and this looks very good indeed!
I like the caustics effect, and this is most realistic.
Only carp I would say, is that the water in the sewers looks too clear- but I haven't meddled with the settings apart from iReflectionMapSize, so that may well be the answer there!
However- endorsement from me.

After a lot of testing using Liquid water, AA filter and Godrays I found this to be the better water for me. Also a bonus package deal with the extra filters.

Other than a 2-3 second pause when the filters load I fine it does not make as big of a hit to my fps as I thought.

Best water ever (after I tweaked it to my liking)....

Unfortunately, it requires OBGE, which seems too buggy to run. Your mod suggests not to use HDR, but without HDR, OBGE won't allow me to play the game! (Main menu disappears). And with HDR, OBGE won't allow my video card to enforce AA.

So, I'll be waiting for an update to OBGE before I use this full time.

But I must say that most water mods make the water in lakes and rivers look like water in a glass on the kitchen table which is just stupid. Have any of these modders ever swam in a river? There is next to no visibility due to all the dirt in the water. Only in the tropical oceans is visibility anywhere near what Oblivion modders make us endure. So kudos to you for this great mod and I can't wait to install it full time.
