The Nightvision and TAC are in Pipboy>Apparel. While on the Pipboy screen, bind them to keys 1 through 8 (except 2) by holding down the key and selecting the item.

You can now activate nightvision or TAC (or weapons, items, etc.) in regular play with the keys.
