fScopeScissorAmount=0

in the [Display] section of FalloutPrefs.ini was added at the TOP to remove the white bars. Perhaps due to the disabling mouse acceleration lines, it had no effect put at the end.

great but i have the sides messed up i edit the ini file i added the line at the begining
