I have given this file my endorsement.
Works pretty well. Not quite as fast as I'd like, but then my companions don't get left behind or anything, so I guess the benefits are worth it over other speed mods.

would be perfect if it was put on the shift key and only active while you hold it instead of toggle... well, not possible before FOSE (NVSE) is here ^^

I love the concept of this. Makes for excellent tactical management of AP when getting shot at and you decide to make a dash for cover before engaging enemy in vats.
question. IS FOSE supported for NV yet? are people using the original F3 version of FOSE for NV?
you really need to bind the sprint key to something on the keyboard IMO... not as a number to use this properly!

Good, but there is a problem when running with your weapon out after getting that perk, you run the same as without the mod while still getting AP drained.

Nice add, very useful in certain situation. The way it is set up is a bit unintuitive, but the effort is really appreciated !
