I likewise had to toggle "off", then back "on" AI in FOMM to get the Streetlight one to show up...
Seemingly none of your retextures touch RegentEagle's Detailed Normals Texture Pack mod. Curious though, WHAT WOULD HAPPEN IF THEY DID? Since these texture replacers don't appear in FOMM's load order window, where the last loaded mod "wins", what would happen and/or how does that work if two different retexture mods try to change the same thing??

...Yet another mod that I have no idea why I haven't endorse..
Anyways, I just want to say this. This is my philosophy: No modded game setup is complete without some kind of crazy-huge texture folder that retextures over half of the game or has so many weapon textures and makes over a gigabyte of harddrive space. It happened to me in HL2, it probably would have happened in FO3, if I wasn't so late onto the boat, and it's already happened here.
In short, nice job tapioks for taking part in fulfilling my texture folder's dream.
Currently, my texture folder is close to 2.4 gb's haha.

UHQ textures are dropping my frames really bad. I changed the exterior textures (cars) to 1024. Looks fine and works fine. Thanks
