Spoiler:

Within Lipsand Tarn, first, how do you get the steps to come up?

Second, how do you get into that upper room? This is in the first part of the ruin, where the floor trap is located.

There's a smaller room which you can reach from the lower part of the first large room with the stairs, there's the button for the stairs iirc.

Though if you have OOO, you shouldn't go into the second level before at least lvl 30... :)

I’ve cleared most of the vampires out, except for two areas now. The upper room that has a gate that I cannot open.

I don’t know where the switch is to open it. Though there is a hold in the gate. And I see a “pressure plate”, I thin? Is this the answer?

I shoot arrows at the plate to make the gate open?

As it lower the steps thanks. I hope I fine it.

Nope, you can't activate that pressure plate except from the other side of the door (arrows/spells won't work). That plate is to let you get out of the ruin when you're done without having to retrace your steps - most Ayleid ruins are circular that way.

Go to the room DeusXMachina said and look for random wall buttons. They'll probably be square and have a glowing thing in the middle, not exactly inconspicuous.

The UESP Wiki walkthroughs for Lipsand Tarn and Ceyatatar make no mention of a key for access. Have you checked the mod comments for clues (as I can only assume some mod has altered the vanilla ruins).
