This mod does exactly what it claims to. I experienced no performance hit and have been using it for a week. The blood looks much better. One useful console command I would recommend is:
tsb #
Where # is the amount of blood decals that will splatter on your screen. I set it at four, though I have the bloody mess perk, so I get blood all the time.
