Why is there two ESP files included with this? There is no mention in the readme file of what one we are to use.

Okay so I installed it and found the characters without a problem but equipping the armor makes the user invisible i didn't see a proper fix for that and help?

It's a trivial matter to do it using the CS. Just tick Oblivion.esm, this mod's esp and set your mod's esp as active (I have a MyTweaks.esp, which among other things places a MyExtrasChest in some of the vanilla houses). If you don't have a 'MyTweaks.esp' or equivalent don't set any mod as active (when you save you'll be prompted for a name for your mod). Find the stuff from this mod that you want and create a new form (clone) by giving it a new ID (I would probably go with 'MyGoddessArmor', but I'm sure you can come up with a more imaginative name ... it just needs to be unique). If you already have a MyExtrasChest, by all means drop some of your new baubles in there, or just drop it on the ground in the Market District (everyone else does). Point is, put somewhere, go there in game and get it (or here's a challenge for you ... find the player character and put it into his/her inventory .. you'll even get to start the game with new duds (for girl players) or something to bribe that good looking guard with).
The only downside is you'll always need to have this mod's meshes, textures and icons in your Data folder (in their appropriate subfolders naturally). You won't need the esp ... in fact if you're running close to the 255 mod limit you should delete the esp from your Data folder (or move it to a backup outside of the Data folder), that is unless you like stopping by and visiting the Goddesses from time to time.

Is this light armor?
Nvm, it is XD
Now where the heck is this second pool?
PS: I doubt they respawn. So if you don't want to use the armor anymore, just put it all into a chest in one of your homes.
