There are a whole variety of trainers who train between 70 and 80, though they are often the 'other' skills trained by a master trainer. I have my own list of trainers but not the maximum to which they will train. I have seen a list somewhere. UESP seems a good palce to look. In some cases you have to belong to a particular faction to use them.
And it does 'unbalance' the game if you train everything to max. However when you have killed twenty cliff racers at level 3 and know you can I'm not sure being able to kill them more easily at whatever level actually matters. You can help rebalance the game by setting a higher level of difficulty as you level up. And there is a mod that makes levelling up harder.

--OFF TOPIC--
Want something really challanging? play as my restricted monk.
You can't;
use magic scrolls
use destructive magic
use mysticism magic
use conjuration magic
use illusion magic
use custom enchantments
use custom potions
use weapons (you can use keening and sunder for the quest, but not for combat)
use medium or heavy armor (you can use wraithgaurd for the quest, but not for combat)
use sheilds
use trainers (skill books are ok, but no buying training)
This leaves you with
Sneak
Security
Hand To Hand
Acrobatics
Speeccraft
Mercantile
Light Armor
Unarmored
Restoration
Alteration
Armorer
Athletics
My current charecter playing this way is a at lvl 33, (hand to hand and unarmored level really really fast playing this way) i started at difficulty -100 and increased it by 3 each level. I find its a extreamly fun and challanging way to play the game, right now i can just barley take on dremora lords and hungers without using any potions or healing spells, ill tell you ogrims and golden saints really make me worry now.
--- END OFF TOPIC ---
Sorry it just gets on my nerves a little when people say things about the game becoming un balanced or to easy at higher levels when really its not the levels its more because of the high end equipment or super custom enchantments/spells/potions

Woah! Thats an intense way to play, DragoonFurey B)
I'm impressed that you've advanced that far...
I'm not surprised
How did you stumble upon this... unique (Read: suicidal) way to play?
